The IP to Country Database

I may be wrong here, since I'm not sure of the difference between 'Great Britain' and 'United Kingdom'... But, in the IP database, I noticed the abbreviation for 'United Kingdom' is 'GB' or 'GBR'.
I'm not sure if this is incorrect, or what, but I'm hoping someone can explain this to me.

I live in England (or Great Britain, or the United Kingdom). As far as I'm concerned, it would be best if the database split IPs based on which legal entity they belonged in. For example, the laws in Scotland and England are different. If I wanted to provide different versions of my site to users in Scotland to ensure I followed their laws I could not do so. Split it as so: ENG, SCO, IRL, WAL... that way people can determine what laws apply to a person in that country.
