The IP to Country Database

Is there any tools or databases out there that can be used to determine if a specified IP is dynamic or static? I am already successfully using the ip-to-coutnry database and would like to differentiate between dynamic and static Ips. I need to use this for security reasons but there could be other usefull applications.

For example: A dynamic ip has low bandwidth and can be loaded a less graphic intense interface than the broadband static ips.

I was trying to figure out how to do this and the only other way that i can think of is to ping the Ip continuously every hour or so for 2-7 days (length of period is arbitrary) and if it keeps responding it is most likely static. This is much less prefered as opposed to a database that has the ranges already specified and the values for static/dynamic set.

There are databases on the internet for that, don't know their names right now though. (btw pingin their IP is useless as most can keep their IP for days, I've had mine for 2 months now, and if I change IP, my ISP keeps responding on the other IP even though no one has that IP)
