Download this application from:

Unpack and use it so:
1. Open an existing ip-to-country.csv file (button Source)
1. Convert database from comma-delimited file (.csv) to d-base file format (.dbf)
2. Type one or two new IP addresses and press Locate button
3. If you insert new IP range, press button Set Country to set country name
4. Press button "Ok?" to verify is correct IP diapason?
5. To create new comma-delimited file from updated dbf database press Make File button
6. You can simply convert IP address to number and number to IP address
